As a Buyer (Operator), how do I extend the duration of a tender advert on the NipeX portal?

Answer:

To extend the duration of your tender advert on the NipeX portal, you will be required to: 1. Seek the approval of the relevant NAPIMS Approver to extend the tender advert 2. Provide via E-mail, the details of the tender advert, the NAPIMS approval (the name of the tender advert as well as the new closing date) and the advert draft in PDF version with the new closing date. When I receive this message “Attach document in attachment,Notes and Attachment section.” What do I do?

Answer:

This scenario occurs when a suppliers submits his bid without uploading documents in attachment section of Notes and Attachments. To resolve this error supplier should upload documents in this section.

How do I make NipeX payment on Remita?

Answer:

Log in to www.remita.net, click on Pay a federal Government agency,

Name of MDA: type and select NATIONAL PETROLEUM INVESTMENT MANAGEMENT SERVICES

Name of service/purpose: select NATIONAL PETROLEUM INVESTMENT MANAGEMENT SERVICES FEES

Description: Type the appropriate fee you are paying for
a. NJQS Registration Fee – NGN25,000.00
b. NJQS Renewal Fee – NGN20,000.00
c. NJQS Product Code Addition Fee – US$2,000.00 @ Prevailing exchange rate
d. NJQS Penalty Fee – NGN 177,000.00 (This Penalty is applicable when you renege on your audit or when you are unable to close out your audit within 90days)

Fill the response of the form and click on proceed to payment

On the next page, You can either conclude the payment online or note the RRR and proceed to any of the bank listed to pay.

Where will the audit take place for a company that has more than one location?

Answer:

The audit will take place at the head office where all the core documents and personnel are domiciled. However, if the core operational site is different from the head office, then the audit will take place at the operational site and all relevant documentation is expected to be seen at that location

What is the maximum number of product and service codes the system can accept?

Answer:

At the point of registration, you can only register Fifty (50) services as long as these services are covered by your DPR certificate(s) and other relevant requirements. However, after your company has been pre-qualified, you will be permited to apply for ony five (5) codes within a six (6) month period

What happens if a Supplier submits a fake DPR certificate?

Answer:

There is a penalty of disqualification from the system for 2 years if a Supplier presents fake DPR certificate either for product/service addition or registration of company.

Is there a fee for fast track audit?

Answer:

There is no fee for fast track audit. Make your request for fast track audit and attach the tender opportunity on the portal you want to partake in for review. Your request must be made within the 1st week of the advert publication

After a Supplier has agreed to an audit date, what happens if he wants to cancel the audit or does not show up for audit?

Answer:

The audit will be re-scheduled. However, Reneging/Cancellation of audit after a mutually agreed date will attract a fee of One hundred and Seventy Seven Thousand naira only (N177,000)

How can a Supplier make changes to his questionnaire, if he has been Audited?

Answer:

The Supplier forwards a formal request to GM NipeX, attention Manager JQS for the release of his questionnaire. NipeX then releases the questionnaire for the Supplier to update as required if his request is granted. However, please note that addition of product/service code after audit attracts additional fee of Two Thousand Dollars ($2,000) or N600,000 for a re-audit of the requested product/service code.

How can a Supplier make changes to his questionnaire, if he has been Published?

Answer:

The Supplier forwards a formal request to GM NipeX, attention Manager JQS for the release of his questionnaire. NipeX then releases the questionnaire for the Supplier to update as required if his request is granted. Addition of product/service code attracts additional fee of Twenty five thousand naira (N25,000)

Is NipeX registration renewable like DPR?

Answer:

NipeX registration fee is currently renewable. The annual renewal fee is Twenty thousand naira (N20,000). However, only pre-qualifed suppliers in the NipeX database are mandatorily required to pay the annual renewal fee. Published suppliers are no longer expected to pay but all suppliers are expected to update their company information on the NipeX portal annually

How long does it take a Supplier to finish his JQS registration?

Answer:

This depends on the readiness of the Supplier to provide all the relevant information and documentations.

When does a Supplier’s registration subscription on NipeX expire?

A supplier’s subscription expires on the anniversary of the company’s first registration with NipeX. A mandatory annual update of the questionnaire is required and failure to subscribe annually  in the NJQS database will make it impossible to receive future Tenders. (Please note that it is not from your date of renewal payment)

Will the NipeX pre-qualification module hinder submission of bids from Suppliers outside the database?

Answer:

Yes, only Suppliers that are in the database will be invited to submit bids

Is the NipeX pre-qualification audit going to cut off the technical site visit for some tenders?

Answer:

No, the pre-qualification audit will not stop technical site visit for some tenders. NipeX pre-qualification audit is distinct/different from technical site visit

What type of Suppliers does the NipeX JQS support?

Answer:

The NipeX system supports Suppliers registered as Limited Liability companies and they are classified as Standard Suppliers

How can I find out my pre-qualification status with NipeX?

Answers:

For information about the current status of your pre-qualification, do login with your username and password and you will see the display of your status. However, where you are unable to login, please contact NipeX.

What do I do if I have difficulties accessing the NipeX JQS Questionnaire?

Answers:

This may occur if your browser is not set to accept cookies and please note that the portal is compatible with Google Chrome and Mozilla

Also, please ensure that you are using the correct user ID and password – exactly as supplied by NipeX.

Can I send a soft copy or photocopy of the NipeX JQS Application Form and Deposit Slip?

Yes. However, you can only receive your original NipeX receipt from NipeX office in person or via courier

Does NipeX JQS allow pre-qualification of companies operating outside Nigeria?

Answers:

No. To be pre-qualified, you need to be registered in Nigeria. For more information, please contact NipeX.

What documents am I required to provide in order to be pre-qualified into the NipeX JQS database?

Answers:

These are the regulatory documents required for initial registration:

■ Certificate of Incorporation
■ Allotment of Shares – C02
■ List of Directors – C07
■ Directorate of Petroleum Resources (DPR) Certificate
■ Current Tax Clearance Certificate and VAT Certificate
■ Reference letter from your bank (original copy) – Dated within the last 6months
■ ITF
■ PENCOM Cerificate

 

 

How can I resolve a situation where by the system is showing “user A or B is already processing a bid for this bid invitation”?

Answer:

This scenario is called Transaction lock. Possible reasons for System lock (Transaction lock)
1.) Multiple Users: Where two separate Users with the same log-in details try to process the same transaction at the same time
2.) Multiple Systems: When a User is not properly logged off on one system then tries to access the same object (transaction) on another system
3.) Loss in Internet Connectivity: Thus when the User regains connectivity and tries to access the object, he might get an error message
4.)Multiple Log-in on the same System: When a User logs in and attempts to log in on another browser on the same system and tries to access the same object. To resolve, kindly do any of the following:

1. You may wish to access the said Tender after 24hrs 2. Restart your system to clear recent browser cookies

When I receive this message “Upload document in collaboration Notes and Attachment section”what do I do?

Answer:

This scenario occurs when a suppliers submits his bid without uploading documents in c folder. To resolve this error supplier should ensure they have their technical bid uploaded in the cfolder.

How do I resolve “Portal Error 404”?

Answer:

To resolve Portal Error 404, log off the NipeX system and clear your cache.

To clear your cache, click on ‘Tools’ on the Internet Explorer menu bar, then click ‘Internet Options’. The Internet Options box opens to the ‘General’ tab.

On the ‘General’ tab, in the ‘Temporary Internet files’ section, click the ‘Delete Files’ button. This will delete the files that are currently stored on your cache.

If I have problems during a Reverse Auction, what can I do?

Answer:

If you encounter technical problems (such as failure of your internet connection) during a Reverse Auction, please contact the NipeX Operations Department immediately as follows

Can I see closed adverts on the portal?

Answer:

Yes. Visit www.nipex-ng.com and click on ‘Public Opportunities tab’ followed by ‘Archived opportunities tab’

Is there any standard tender advert template and where can I get it?

Answer:

Yes. All tender adverts must follow the standardized format. Send an email request to nipex_admin@nipex.com.ng and nipex_admin@nnpcgroup.com for a copy.

Is it compulsory for a tender advert to have NipeX number and NJQS product/service category(ies)/code(s)?

Answer:

Yes, all adverts must have a NipeX tender number (except EPIC tenders) and NJQS product/service category(ies)/code(s)

Can I publish tender advert on NipeX portal without NAPIMS approval through NipeX system?

Answer:

No. Only adverts that have been approved on NipeX system will be published on the portal

What documents do I need to send for publishing a tender advert on the portal?

Answer:

The following documents are required:
1. PDF copy of the advert draft
2. Screen shot of NAPIMS approval of the advert on NipeX system
3. NCDMB approval

As an Operator, do I need to pay for publishing tender adverts on NipeX portal?

Answer:

No. Operators pay NipeX fees on annual basis which covers tender adverts publication

How long does it take to receive Technical ITT after an advert has closed?

Answer:

The duration is determined by  NNPC-NAPIMS and the Operators. However, upon closure of the advert, kindly check your NipeX inbox often.

I do not have username and password to access public opportunities/adverts

Answer:

You do not require a username and password to access tender adverts (public opportunities). Both current and archived opportunities are available on the public domain of NipeX portal. Visit www.nipex-ng.com and click on ‘Public Opportunities tab’

How long does it take to publish an advert on the portal?

Answer:

Once the final draft is received by NipeX, it takes 24-48hrs for an advert to be published

I have completed my registration with JQS but I do not have a tender to respond to

Answer:

You will receive tenders when there is an advert in any of your pre-qualifed product/service categories. However, please ensure that your NJQS subscription is active

Do you publish bids to all suppliers in a product/service category?

Answer:

Yes, bids are published to all pre-qualified Suppliers in the advertised product/service code category.

Can a Buyer (Operator) publish a tender advert within its own approval limit on NipeX portal?

Answer:

Yes, a Buyer can publish a tender advert within the Company’s approval limit on the NipeX portal . Please send the following information by email to the NipeX Administrator (nipex_admin@nnpcgroup.com / nipex_admin@nipex.com.ng):

1.An electronic copy of the tender advert in Adobe Acrobat Reader (PDF) format and file size must be less than 500KB
2.The advert draft should indicate that “this contract will not be processed through the NipeX system”
3. SPECIFIC COMMENCEMENT and CLOSING DATE of the tender advert

When do I send the advert publication request to NipeX?

Answer:

Advert publication request should be sent to NipeX Administrator (nipex_admin@nnpcgroup.com / nipex_admin@nipex.com.ng) at least two (2) days before its publication in the dailies

I cannot see the file directory to select the folder for mass upload or download

Answer:

You may experience this challenge if Jre (Java Runtime Environment) is not installed on your system or you using a non java enabled browser like, google chrome, Safari, Microsoft edge etc. Download and install the latest version of java from www.java.com and/or use a java-enabled  browser like internet explorer or Mozilla Firefox.

I successfully downloaded a file, but my system tells me that it cannot open the file?

Answer:

Try downloading the document from another system , or attempt downloading it using a different internet connection. If you are unable to open the file, please contact NipeX Customer Support.

I cannot upload document in the NipeX Portal

Answer:

If you cannot upload documents in the NipeX system, check the size of your document. You can split the file into smaller sizes to make uploads faster.

After clicking on the “Add” button to attach a document, I experience prolonged delays in uploading of the document to the NipeX portal.

Answer:

You may experience this challenge as a result of the document size (too large) and/or your internet bandwidth connection. To resolve the file size issue, you have to split the file into smaller sizes. Please refer to Technical and Software requirement under General Enquiries of this FAQ for NipeX recommendation on internet infrastructure. Limit document size to between 3-4MB

Can I upload a zipped folder in the NipeX Portal?

Answer:

It is not advisable to upload a zipped folder because most zipped folders get corrupted during the zipping process and cannot be accessed by the tender evaluators (NAPIMS, NCDMB & Operators). We advise that you attach documents without zipping.

Is a bid submission valid when only CD and/or hard copy of the bid response is submitted?

Answer:

No. For a bid submission to be valid, the bid response MUST be submitted in the NipeX system.

I am a pre-qualified Supplier in a specific category of product/service. The tender opportunity advertised in the portal and newspapapers has closed and I have not received any technical ITT in my NipeX box

Answer:

Note that the technical ITT is not sent to Suppliers immediately the advert closes. At the advert close date, the pre-qualified Suppliers list is pulled from NJQS database, attached to the ITT template and sent to NAPIMS & NCDMB for approval. Thereafter, the ITT documents are published to Suppliers. However, if your NJQS subscription has expired, you are not qualified to receive bids.

As a buyer, when attempting to publish bids to suppliers, I click on “Find Bidder” then click on “Search” but the Supplier list is not displayed?

Answer:

If the message on the screen is ” No document corresponds to search criteria”, you need to redefine your search criteria or contact NipeX Operations Department directly on 08132054220 or 08169587773 for support.
However if no message is displayed, the system is still querying the database for your information.The Supplier list should be displayed eventually.

Is a company registered as an Enterprise eligible to register as a Standard Supplier in NipeX

Answer:

No, they are advised to upgrade to Limited Liability companies to ensure business continuity and reassure the buyer of the stability of their business
How do you accommodate new entrants in the Oil and Gas business?

Answer:

New entrants are eligible to register with NipeX. They are pre-qualified and categorised as appropriate.

How do I change my company’s details in the NipeX System?

Answer:

Please contact the NipeX Customer Support Team with the new details that you want to change through your NipeX Registered E-mail address or your company’s letter headed paper. Your letter should be addressed to GM, NipeX

What is the procedure for training Suppliers on the use of the NipeX system?

Answer:

Please note the following procedure:
■ Operator downloads list of pre-qualified bidders in NJQS at advert close date
■ Operator sends downloaded list of pre-qualified bidders from NJQS to NAPIMS/NCDMB for verification & NipeX for training
■ NipeX trains pre-qualified bidders in the list that are not yet trained
■ Operator validates NipeX training/set-up status of pre-qualified bidders in the download list
■ Operator publishes ITT to pre-qualified bidders on the list

I have seen a tender advert in the newspapers but can’t find it on the NipeX portal?

Answer:

Tender adverts run concurrently on the NipeX portal and in select Nigerian newspapers. In the event that this does not occur, please contact NipeX Customer Relations:

How do I get a User ID and password to access the NipeX eMarketplace?

Answer:

Suppliers will need to be pre-qualified for a tender opportunity and attend a training session on the use of the NipeX system before they can receive NipeX e-market login details (User ID and password). However, if you have an ITT but you have not received your Emarket log in details, contact NipeX Customer Support

What is a Reverse Auction?

Answer:

A Reverse Auction in NipeX is an online electronic bidding process where Suppliers compete with each other to provide products and/or services to a Buyer (Operator). Each Supplier places their bid online real-time, and gradually reduces the quoted price in an attempt to present the most attractive/ competitive or best  bid. Reverse Auctions are usually carried out during the purchase of Products and Services. For a Reverse Auction to be conducted, the Opportunity and Technical phases of a tender (if necessary) must have been completed.

What is an eRFQ?

Answer:

eRFQ is an acronym for Electronic Request for Quotation. It is a Commercial Bid Invitation that requires Suppliers to submit their commercial quotation electronically. A Buyer forwards an eRFQ (a template that specifies the price format for a particular product/service) to a Supplier. The Supplier responds to the eRFQ by providing the price and feasibility of supply for the product or service desired in accordance with the provided format. The Buyer (in conjunction with NAPIMS and NCDMB) upon receipt of the eRFQ, evaluates the bids and selects the winner.

What is an eRFP?

Answer:

eRFP is an acronym for Electronic Request for Proposal . It is a Technical Bid Invitation that allows Suppliers respond to a Buyer’s (Operator’s) request by sending in their technical proposals electronically. Through an eRFP, the Buyer (Operator) requests for a proposal for the supply of a service/product from the Supplier. The Suppliers respond to the eRFP by preparing a comprehensive statement of work and the methodology for the execution of the tender via the NipeX system.

Does NipeX have any terms and conditions for access and usage of its portal?

Answer:

Yes. There are Terms and Conditions governing the use of the NipeX portal for Buyers (Operators) and Suppliers. Buyers(Operator) could view the Terms & Conditions from the MOU while Suppliers could visit our web www.nipex-ng.com and view the Terms and Conditions under disclaimer on our home page. How does NipeX guarantee the security of the information on the system?

Answer:

User security and User profile management are key components of the NipeX system. Different layers of security components have been deployed to guarantee the security of both Buyer (Operator) and Supplier information.

NipeX protects the data in its system through the implementation of strict security standards as follows:-

■ Data center’s physical security
■ Technology infrastructure – firewalls, redundant communication links, reverse proxy, SSL, access via HTTPS
■ Technology platform – Registered Users, different User profiles with different security clearances, session time-out, password management, password recovery process, security notifications
■ Business processes – User adoption processes, contingency plans, policies and procedures

What Technical and Software Requirements do I need to access NipeX?

Answer:

NipeX is accessible to all customers over the internet. However, some requirements and configurations are necessary to guarantee a fast connection and stable access. These are:

■ Personal computer with 1.4 GHz processor and 2 GB of RAM or higher
■ Operating System – Windows 7 or higher
■ Internet access – 1Mbps (up and downlink) or higher
■ Web-Browser – Internet Explorer version 11 or higher
■ A functional email address
■ Java Virtual Machine version 8 or higher
■ Adobe Acrobat Reader version 9 or higher
■ MS Office Suite

I am a Buyer (Operator), what do I need to do to start using NipeX?

Answer:

You do not need to register to use NipeX. However, you need to be configured on the NipeX system. Please contact the NipeX Customer Relations and Marketing (CRM) Department for more information.

I am a Supplier. What do I need to do before I can start using NipeX?

Answer:

You need to register on NipeX platform using the steps below:

1.Log on to the NipeX website: www.nipex-ng.com
2.Click on ‘Services’ tab and select ‘NJQS Registration’
3.Click ‘No’ if not registered
4.Complete the form and then click ‘Submit’
5.Ensure you have all the mandatory documents to enable you proceed, tick all boxes then click ‘Yes’
6.Select payment method: either – Offline or Online or Payment already made (with Teller available)
7.For ‘off-line’ payment, an email will be received from NipeX to make payment
8.After payment has been made, click on ‘Continue’ in the body of mail to proceed
9.Please enter all payment details:

¨ Transaction Number is ‘Deposit Slip No. or NipeX payment receipt no. or Remita RRR

¨ Depositor’s name is the Company’s name

¨ Click ‘Submit’ and forward teller/remita receipt to fs@nipex.com.ng with the subject: “Request for payment validation”
10.NipeX verifies payment with bank
11.An email would be received from NipeX confirming payment. Click on ‘Click here’ to continue the registration process
12.Provide additional details about the company and then click on ‘Next’
13.Upload the mandatory documents. Click ‘Save’
14.NipeX quality-checks documents for conformity/completeness
15.An email confirming successful document upload would be received. In the mail sent, there is the option to re-upload documents by clicking on ’Click here’
16.If documents are compliant, notification emails with log in details to access the full registration Questionnaire will be received later
17.Complete all sections of the questionnaire
18.On the declaration page, click on ‘Confirm’ button
19.Click on ‘Submit’ tab to forward completed questionnaire to NipeX
20.Your questionnaire will be quality checked and if these are no errors, the questionnaire will be approved.
21.Upon questionnaire approval, you will be scheduled for desktop audit after which you will be scheduled for onsite audit upon a successful desktop audit.

NipeX is an acronym for the Nigerian Petroleum Exchange. It is an online platform that comprises two web-based solutions – the Joint Qualification System (JQS) and the e-Marketplace.

NipeX is a division of the National Petroleum Investment Management Services (NAPIMS), a Corporate Services Unit (CSU) of the Nigerian National Petroleum Corporation (NNPC) set up to enhance contracting processes in the oil and gas industry.
